AMEND after line 15 by inserting the following subsection and renumbering succeeding subsections accordingly:
(3) A state, county, municipal or private correctional facility shall not release any prisoner committed to the Department of Corrections into the custody of a law enforcement officer unless the person is being transported in strict compliance with subsection (2).
FURTHER, amend line 21 after the period by inserting the following
The Commissioner of Corrections, sheriff or chief law enforcement officer who is responsible for a vehicle in which any transportation in violation of this section occurs shall be assessed a civil penalty of Twenty-five Hundred Dollars ($2500.00) which shall be collected by the Attorney General and paid into the State Treasury.
FURTHER, amend the title on line 4 after the semicolon by inserting the following:
TO PROVIDE A PENALTY FOR A VIOLATION;
